此為派遣缺,但有機會轉正(一年期) 1. 專案執行進度之規劃、追蹤與管理，確保各階段成果如期達成。 2. 撰寫計畫書、成果報告、政策建議、新聞稿、致詞稿與簡報資料，支援專案彙整與對外呈現。 3. 須有執行政府專案計畫之經驗為佳 4. 其他臨時交辦事項，配合單位主管工作調度及分配。

MAJOR DUTIES： 1. Assisting the HSE Manager and assuming the role of the HSE Manager in their absence 2. Prepare presentations and necessary documents for external audits, such as CPC, Government, company, and third-party audits, and attend these audits as required. And permit Applicant for CPC3, Green / Brown field, etc. by handling applications for work permits. 3. Prepare for and attend weekly, monthly CPC meetings and YOC HSE construction quarterly meeting, including CNS/HSE statistics and PowerPoint presentations.〝 Leading the HSE team to the overall administration and implementation of HSE Initiatives, programs and procedures. 4. Participating in the development and implementation of operational risk assessments to help in identifying & mitigating hazards for critical activities as TW requirements, provide advice for HSE and understand the distribution of construction works among consortium partners. And coordination for Work Method Statement for construction HSE scopes update etc. 5. Coordinate with contractors for all activities related to Health, Safety, Environment, and Security, ensuring compliance with Client, TW & company Policies and Procedures. 6. Leading, influencing and owning all HSE&S Site (s) Inspections (regulatory or otherwise) through action plan closure. 7. Investigate/follow-up accidents, incidents and near-miss occurrences and assist with writing reports and issuing corrective measures to prevent recurrence. 8. Monitoring all HSE procedures and recommending strategies to avoid all accidents and implement all health and safety hazards for all sites. 9. Conducting training and presentations for health and safety matters and accident prevention. 10. Prepare for and lead necessary drills and training sessions as required by CPC and Taiwan regulations. Qualification： 1. Bachelor degree with engineering background 2. Basic English conversation skill 3. KEY ACTIVITIES : 1. Common for Field and Panel - To communicate and follow instructions from PCC Manager/Engineer to carry out his/her duties efficiently and safely. - To carry out PCC activity (e.g. air blowing, water flushing, mechanical run-in of pumps/compressors etc, tightness test, inerting) in accordance with PCC procedure. - To participate in all PCC activities and subsequent day to day operation of the assigned plant. - To carry out the start-up activities in accordance with the operating procedures. - To carry out periodical tests and verification to ensure the process and safety equipment is in good working condition. - To complete the Shift logbook and hands over the plant to the new shift. - To reports anomalies, generates work orders and shut down reports. - To assists in troubleshooting and proposes changes to improve the safety and availability of the installations. - To maintain good working spirit and coordination with others. - To supervise OWNER’s operation personnel who join plant start-up and operation. - To prepare PTW for activities and sign PTW as permit holder. 2. Specific for Field - To operate safely and efficiently all outside machinery and related equipment in a proper manner and carries out routine checks on equipment for abnormalities. - To perform minor maintenance activities as per agreed procedures. - To carry out simple chemical including the sampling work or physical analyses. - To receive chemicals and prepares chemical batches required for the process. - To understand all safety regulations and procedures and stop unsafe permits and activities. - To maintain proper housekeeping of assigned units. Specific for Panel - To monitor and control the operational activities of the assigned plant via the DCS, and co-ordinate the process activities according to instructions. - To maintain continuous radio contact with duty field personnel, informing them of current operating conditions, and co-ordinates the action necessary to maintain within the agreed operating parameters. - To adjust operating conditions or product flows to allow isolation of equipment for maintenance and resume operating conditions following completion of maintenance. - To co-ordinate with Maintenance for equipment change-over and instrument loop checks/tuning. - To determine developing trends in operating conditions, reporting significant changes and initiating action as required. - To behave as the focal communications point between PCC Manager/Engineer and Field Operators during emergency situations.
